DC Screening Report
A CEng-signed assessment of where your Irish data centre facility stands against EU Taxonomy, CRREM, CRU, and F-Gas obligations — with retrofit economics. Delivered in 10 working days from a desk.
A fund manager holding an Irish data centre asset faces six converging regulations — EU Taxonomy PUE thresholds, CRREM carbon pathways, CRU renewable obligations, F-Gas phase-down, EED reporting, and carbon tax escalation. Each one affects valuation, refinancing, and hold thesis. Getting a full engineering study takes 6 weeks and €30–50K. This report answers the same questions in 10 working days for €3,500, using client-supplied facility data and LBE canonical methodology. The output is a signed, sourceable document an investment committee can act on. LBE identifies and quantifies. Design and delivery remain with the appointed MEP firm.
What You Provide
- Facility name and location
- Year built
- Total IT load (MW)
- Rack count and density (kW/rack)
- Current PUE (12-month actual)
- Cooling type
- Grid connection voltage and MIC
- Renewable PPA share (%)
- Generator fuel and annual hours
What We Assess
- EU Taxonomy PUE alignment (≤ 1.3)
- CRREM Misalignment Year (LBE-derived)
- CRU 80% renewable obligation gap
- Carbon intensity (location and market-based)
- Carbon tax exposure now and 2030
- F-Gas phase-down risk
- EED Article 12 and 26 obligations
- Retrofit economics (CAPEX, payback, NPV)
What You Receive
- 2–3 page CEng-signed report
- Carbon intensity — current and target
- Misalignment Year (indicative)
- Regulatory exposure summary (RAG)
- Retrofit options with CAPEX ranges
- 10-year hold model (base and stressed)
- Decision gate — proceed or hold
- Sourceable canonical data (T1–T4)
How It Works

Invoice Issued
LBE issues an invoice for €3,500 plus VAT. No payment collected online. Work begins on receipt.
›
3
Assessment Run
LBE applies canonical methodology — SEAI emission factors, CRU benchmarks, EU Taxonomy thresholds, CRREM LBE-derived pathway.

Report Delivered
2–3 page signed report within 10 working days. Signed by Les Murphy CEng MBA MSc MIEI.
Carbon Position and CRREM Pathway
Current carbon intensity in kgCO₂/MWh_IT — location-based and market-based. Compared against LBE-derived CRREM data centre pathway bands. Misalignment Year calculated from current trajectory. Scope 1 (generators), Scope 2 (grid) stated explicitly with boundary disclosure.
Retrofit Economics — 10-Year Hold Model
CAPEX range for the primary retrofit path (cooling optimisation, PPA procurement, or HVO fuel switch). Annual energy saving, carbon saving, simple payback, and 10-year NPV at base and stressed discount rates. Presented as a hold thesis, not a design specification.

Intelligence-Layer Boundary — Why It Matters to You
LBE does not design, specify, or select equipment or contractors. This is not a limitation — it is the source of independence. Because LBE has no interest in recommending a specific contractor, technology, or design solution, this report is the only truly independent intelligence you can put in front of your investment committee. All outputs are screening-level and indicative. Figures are sourced T1–T4 with citations. CRREM data centre pathway bands (200/300/400 kgCO₂/MWh_IT) are LBE-derived; the CRREM Foundation has not published an official data centre pathway as at April 2026. Professional indemnity insurance held.
