Hybrid Zoning Report
Independent zone classification and weighted PUE analysis for multi-hall data centre facilities — identifying which halls can convert to AI-capable density and which should retain conventional workloads.
A fund manager or operator with a multi-hall facility faces a specific question before any capital commitment: which halls are worth upgrading, which should be left alone, and what does the grid connection allow? The Hybrid Zoning Report answers those three questions using a structured six-criteria RAG assessment, a weighted PUE model, and an indicative cost summary — all referenced against EU Taxonomy thresholds, SEAI canonical data, and Irish MEP market rates. It is a screening-level intelligence product. LBE identifies and quantifies. Design and delivery remain with the appointed MEP firm.

Zone Assessment
Each hall assessed against six criteria. RAG rating applied. Classification assigned: AI-Convertible, Conventional-Retain, or Decommission.

PUE Modelling
Weighted PUE calculated for current and target state. EU Taxonomy pass/fail determined. MIC adequacy checked.

Zone Classification Matrix
Each hall scored RED / AMBER / GREEN across six criteria. Classification drives programme scope: what to upgrade, what to optimise, what to leave. The constraint driving each RED is named explicitly so the appointed MEP firm can act on it immediately.
Weighted PUE and EU Taxonomy Verdict
Current and target weighted PUE calculated from hall-level inputs. Compared against the EU Taxonomy threshold of 1.3 (Delegated Act 2021/2139). Sensitivity analysis shows the margin — how much variance the target can absorb before Taxonomy alignment is lost.
